Adaptive Battery is new in Pie. Your first comment appeared to say you excluded the app from the old Battery Saver.

Ok, so this appears to fix the issue. Turn off battery optimization for Dropbox. There may be a more direct route, but here are the steps on my Pixel 3 with Pie" Settings ->Apps and Notifications ...
