I have a client that wants to share his folders on Dropbox, but I can't open it because I'm signing on with a free plan.  If 2 or more companies want to share the same folder and location on Dropbox, does everyone have to pay for a subscription for enough data?  Seems like only the original party that's sharing the folder would need the subscription.

Yes, Dropbox upgrades in quota only benefit that one person and not anybody else. 

 

The exception to this is for Business Accounts where everybody uses up a paid licence.
