You don't require chat to recover your files, you can do so from that page I linked.
Are you not able to see any deleted files from there? What about from the events page?

No, that's not possible. Once an account has been deleted, neither the account nor files that it contained can be recovered.

They are permanently lost now, I'm afraid. Once an account is removed for inactivity all data on it is removed and no longer recoverable.
