Trying to determine what version of Dropbox to use.
Have a small office of 15 users and want to use Dropbox to store content that we all map to for a program we use. Currently keeping the content on a server in the office but more and more users are working at home and must access this shared content over vpn which makes the program slow. The software program support tells us to get a Dropbox account, copy the shared folder there and then sync it to all user computers.
It looks to me like Dropbox Business being a Team account would be best for this. Since this account requires a minimum of 3 users is it possible to have a Owner account, an Admin account and then a user account? Can all 15 users share this User account without each having their own account? The 15 users would need to sync the one shared folder to their respective computer.

No, that would be against the terms. A team account would be the proper solution, but you would need a license for each person.
The information I found on the Dropbox site seems to indicate otherwise:
"you can send anything—from photos and videos to zipped folders and large CAD files—to anyone, even if they don’t have a Dropbox account".
So the folder Owner just wants to share it with 15 people, "even if they dont have a Dropbox account."

That's referring to the process of using a shared link to allow someone to view a file or folder. It's a view-only method of sharing. It's entirely browser-based for viewing and downloading, and does not sync files to a computer.
A shared folder is different in that each person accessing a shared folder needs to have their own Dropbox account, whether it's an individual account or as a member of a Business team account, with enough space available to hold the entire folder (team accounts share space, individual accounts do not).
The alternative to a Business team account would be for each person to have their own individual account with enough available space to hold the folder that you need to share. If the folder is 2GB or smaller, you can do that with Basic accounts, but if the folder is larger than that, each person would either need a paid subscription, or be a member of a Business team.
