Open in Photoshop for PSD files that are online only and enable Open in Photoshop for .JPG files

I use Smart Sync to save space on my laptop. It seems counter inuitive if you have to have the PSD files already downloaded to the hard drive to use the Open in Photoshop option in Dropbox.com. Why can't Dropbox download that particular file only when it's needed? The Open in Photoshop option does not exist in Dropbox.com if the file is online only.
