I cant seem to get a QR code so i can sync my computer and android phone.

Let me give you some more context on this now please. The “Connect a Computer" feature is an optional way to install the desktop app to your computer by getting the process started on your mobile device. You should be able to just cancel out of the screen at any point.
If you're unable to scan the QR code with your device, you can just install onto your computer by downloading the installer that suits your computer from this page.

how do we get past the step on the phone that asks for me to "point your iphone at your computer screen and wait" if i cannot get the qr

If trying to install our desktop app, just download and run the installer from this page directly: https://www.dropbox.com/downloading
