How can I reconnect to existing files/folders?

I have installed Dropbox on a new PC.  The application appears to work but I'm unable to connect with an earlier-created library of files and folders.  To be clear, I don't have new documents to add, I simply want access to those I added years ago.   Advice?

Could you clarify what you mean by an earlier created library? 

 

Is this a Dropbox folder on your computer, or the files that are on the site already?
