How can I keep files as always available on this device?

How can I keep files as always available on this device?

Explorer | Level 3

I have some files and folders on my PC that are mentioned to be available on this device and some others mentioned to be always available on this device and these files take too long to open using Windows Explorer.

 

see the attached photo some folders and files have a green check mark and some others have a white check mark I need to make them all green to be always available on this device... how to do this?!!

Yes already the entire folder and inside folders are marked as available offline from the dropbox application on my desktop. And the signs don't change.. I tried uninstall and re install as well but same issue

I can't figure out what is the difference between
Available on this device
And
Always available on this device
??? It seems both means it is available offline but what is the point here of the 2 check marks green and white? And why are there 2 status with same meaning at all
