Hey there @JHB3 - sorry to hear you're having issues with this.
Can you let us know the exact steps you take that result in this error?
Have you tried clearing your browser's cache or using another browser by any chance?
How about downloading and installing the desktop app from this page directly?
If you're on the Basic plan, also make sure you're not connecting more than 3 devices to your account as you might hit your device limit.

Hello Walter,
I'm using the following system:
In order to use Dropbox Desktop App I installed "Dropbox 195.4.4995.arm64.dmg".
Opened it and clicked on login at the app welcome page.
Following link opens in the browser:
Than I click "Allow" and the page is redirecting to:
Safari:
Firefox:
On both browser's I cleaned the cache and tried it several times.
The issue do appear with different installed desktop app versions.
In this example I used the .dmg from your provided link.
I have connected 2 devices.

I did a Free Website Uptime Test for dropbox.com
that gave me a TCP Connection Error for Hamburg and Berlin.
Are you accessing from these locations too?

The www did not work for me either. It seems that this call is not supported at www.dropbox.com.
But what worked for me on Saturday was to use a IPv6 network, just in case your network is able do speak IPv6. A global proxy setting which does not use the non working router visible from Hamburg/Berlin could do the same. I suppose, the proxy can be revoked when having linked the App.

It is supported, definitely! Even more, when the domain is without leading 3w, a redirect should come that redirect to there and may show up something like:

Ah, my redirection call on an Windows machine here is slightly different and contains a code challenge and a code challenge method. I obfusicated the code parts with foo_x/y in the lines below, but used them here of course. The redirection call gives a "Server Not Found"
@FritzTheBox, Your link for sure will get back "Server not found". Try guess why? 🙂 Is there subdomain "wwww"? 😁
Something else is incorrect too - separator between the URL path and parameters! 😜 Where you copy this link from? Or... maybe it's too "obfuscated". 😀 (especially in quotes)
Valid params are only "code" and "state", everything else is just ignored. They have to be redirected to scheme "dropbox-client" at the page load end (or on push "Open Dropbox" button).
PS: Your link certainly is incorrect, but once you get valid link at some point (containing code and state), you can redirect to your local Dropbox application directly (so skipping possible network issues). For instance the example link I posted above (denoted as a solution) may be transformed to
dropbox-client://oauth?code=gbvf1MCDJ_oAAAAAAAAQrJ8SeOG1B8qlCu3AML7jUBw&state=DO-H1d2-RZ_GyFBEPJNe6mGKxTTxKlcZYdyCUI52PdA
Make a note of the scheme (not "https", but "dropbox-client") and domain missing.
