Simple solution had at least an option in the settings to disable this feature.
I red a lot of messages in this community going back over a year now... and I understand why it's being created to help your software with notification... but I am sure their is a better way of doing this without writing an unwanted file on every external device.

I'm checked - the file is really not created on removable devices.

@Walter Yes, it is finally fixed. Updated from v145.4.4921 to v146.4.4836 and no more automatic file writes.

It doesn't happen to me anymore. As far as I briefly seen, on version 146.4.4836 this issue seems fixed. I shall need more time to see how this behaves but I shall also thank you in advance for tending to this issue ❤️ If our voice from here really reached the developers, I also congratulate you and the moderator team. @Megan @Walter
Its just been announced (yay!) that this is now resolved on this build (146.4.4836).
See @clientreleases change logs do help 😉

I have yet to download/install that version, but, based on the responses above, it looks like Dropbox listened to and provided a fix. Thanks Dropbox devs 🙂 and thanks to all the users who take the time to list issues with the Dropbox product here👍

I've just had to reinstall the Dropbox and got the popups again, and then when I declined, the files on devices got updated.
The only related option I see is off
Sometimes I need my external drives to stay intact, especially considering files in fs root.

In regards to your external drive, would you be able to elaborate a bit more, as to what you're experiencing please?
Do you wish to be able to plug-in your external drive, without them being affected, or shown in Dropbox?
