Do I need to uninstall the current Dropbox app using Windows Settings? Will my preferences that are set to sync certain folders be maintained during the uninstall and the subsequent install of the new version?

You dont need to uninstall, just download and run the installer. This will keep all settings. If you uninstall you will lose all the settings/configurations etc.
