When you say "how often can I change those users" do you mean how often you can remove the existing members, and add new ones using these 3 licences for your account?
If not feel free to clarify. However, if that's indeed the question, then that's up to you. There are no limits as far as we're aware.

OK. Yes that was my question, however I finally realized that the 3 USER thing is a mandatory minimum. I actually only need 1 user (Me) and at least 5 gigs. I can't find that plan. Everything in that range is for Businesses and 3+ Users Any other options. or am I going to need to shop elsewhere?

I'm assuming you mean TB, not GB. The largest plan for an individual would be Professional, which includes 3TB of space, and there's a 1TB add-on that can be purchased from within the account.
