Just to clarify, I don't mean to turn on Cellular Data, but the application specific setting. Similar to below, just check that Dropbox also have app-specific data acces.
But I'm sure the dropbox support staff will be able to help you out.

I am using only wifi, not cellular on both my iPhone and my iPad. Permissions for cellular is not the issue.
Is there an analogous setting for allowing Dropbox access on wifi?

I also have similar issues and I have wifi-only ipad so the cellular solution does not work for me. This is a screenshot of the error:
