I had the same issue and found a workaround which works for me
-> Open TaskManager
-> Navigate to Startup
-> Select Dropbox and push the mouse's right button for properties
-> Got to the Table Compatibility
-> Check the checkbox for "run this program as an administrator"
-> Reboot your computer
Dropbox wil run as administrator
It solved the problem for me

I bumped into this excel problems thread , where users have really different reasons for slow run
https://www.bruceb.com/2016/07/what-to-do-when-excel-opens-very-slowly/
But in my case it's really a Dropbox agent

Hey there jpinson & quadroval; how are you today?
I'm sorry to jump in here, but I just wanted to ask if you have tried reinstalling both our desktop app and the Microsoft Excel one on the affected computers to see if it improves matters.
If you haven't yet, can you give it a go and let us know how it goes?

Hey. I've just reinstalled dropbox app and nothing really changed.

I also reinstalled Dropbox but it didn't help.

Hey peeps, did you also try reinstalling Microsoft Excel by any chance?
- quadroval4 years agoExplorer | Level 4
Reinstalled office, nothing changed.

Just to cover all bases, when you notice this issue is the sync status of the app showing "up to date" or "syncing"?
Also, have you rebooted your device recently?
- quadroval4 years agoExplorer | Level 4
The app shows 'up to date' and when something changes 'syncing'.
I've recordered small video so you could better understand the problem
https://www.dropbox.com/s/k70pb7z4ywhyynf/dropbox.mp4?dl=0- stage1 - run 3 xls files without dropbox running - very fast startup
- open dropbox and do the same - only first run is fast, all subsequent runns are very slow
- then I run directly excel program (without any files preopened) and sropbox running - startup is fast (just to show that issue is related to some kind of DDE or COM)
- I quit dropbox and run against 3 test files - startup is fast again
