I had the same issue and found a workaround which works for me
-> Open TaskManager
-> Navigate to Startup
-> Select Dropbox and push the mouse's right button for properties
-> Got to the Table Compatibility
-> Check the checkbox for "run this program as an administrator"
-> Reboot your computer
Dropbox wil run as administrator
It solved the problem for me

Unfortunately, the tips did not work for me.
There is only 1 small Excel file in my Dropbox folder.
The delay (8 seconds) happens even when opening very small Excel files in another folder on the C: (SSD) drive.
When I exit Dropbox, there is no delay when opening Excel files from Windows 10 File Explorer.
Any other ideas?

I forgot to mention that CPU utilization is always under 10% and Memory usage is at 5GB of 16GB.
