Disable the automatic start-up of Dropbox (which is system-wide), then create your own shortcut to Dropbox for the users that need it and place it in their personal Start Up folder.

A lot later... yes, this method works. I used autoruns64.exe from sysinternals to disable dropbox.exe loading during logon. Then added shortcut to dropbox.exe in %appdata%\Microsoft\Windows\Start Menu\Programs\Startup for any user who uses Dropbox.
