That's not how Transfer is used. Transfer is meant for transferring files to another person. It doesn't have permissions that can be set.
If you just want to send someone a link to a file, use a shared link instead. If you're on a Professional or Business account, there are options for disabling downloads.
Just note that there's ALWAYS a way to save the content you're viewing on the Internet, even with downloads disabled. Simply put, if it's visible on the Internet, it can be downloaded, and there's nothing you can do to prevent that.

Thank you for the quick response to my question.
I will adjust my thinking and give the judges the option of downloading and unzipping the images prior to viewing or just clicking on the image-thumbnail to open the Dropbox viewer .
