I seem to have solved this, but it took a lot of effort, and I'm not sure what worked. This seems to have done it:
Unlink the computer and delete the Dropbox app.
Rename the ~/Dropbox folder (or copy it somewhere else).
Delete all the files in the hidden ~/.Dropbox folder.
Then download Dropbox and let it download all your files. You can interrupt the download and copy some or all of the files from the original (renamed or moved) Dropbox folder to save time downloading.
After I did this, Dropbox seems to be working normally again.

I have had to do this advanced reinstall about 5 or 6 times in the last two months - every time the computer restarts or has gotten an upgrade. IS THERE A PERMANENT FIX FOR THIS ISSUE? It's really ruining my productivity to have to take a half day to do this and it's making me want to quit using Dropbox. Thank you -

Hey User10,
If you're experiencing this on every start up, perhaps the issue could be due to having a large amount of files within your Dropbox folder. In this case, using selective sync can reduce the high CPU usage on your computer.

Dropbox is not using a large amount of my computer's CPUs or the memory. I do have a large number of files in Dropbox - every time my computer restarts it re-syncs every single file? It doesn't just check for the ones that have been updated?

Hey User10,
The app won't resync all your files, but it will need to index them. Indexing the files will crosscheck those you have online and those within your Dropbox folder to see if there's any changes that need syncing.
In cases where users have a lot of files in their Dropbox account, we suggest using selective sync for folders that are not used often/at all as this will reduce the amount of files that need to be checked upon start up of the app.
