Sharing Folders with 'can edit' link but people still need to request access to upload
Hello - I created a Dropbox folder and set the sharing to anyone with the link can edit, but the folder is still making people with the link request access before they can upload anything to the fold...

No, that would be just what it says, view-only. They wouldn't be able to upload or change any files within the folder.
I believe what you may be looking for is a File Request. Anyone with the link can upload and they don't need an account. They won't be able to access anything in the folder, including the files they upload themselves.
If, however, your intent is to send a link that anyone can use to upload files to a folder, while also allowing them to see and edit everything in the folder, then you need to do it as you originally did, and approve people that are requesting access.
