Hello!
Dropbox support helped me - I had to manually add dropbox to Full Disk Access and this apparently solved my issue. The steps:
1. Click on the apple icon in the top left hand corner of your screen
2. Select "System Preferences..."
3. Then "Security & Privacy"
4. Select the Privacy tab
5. Select "Files and Folders"
6. Under Dropbox ensure everything is checked
7. Select "Full Disk Access"
8. Under Dropbox ensure everything is checked
9. Select "Accessibility"
10. Under Dropbox ensure everything is checkedHope this helps.

why does the app need access to the ENTIRE disk, when it needs to sync files only a specific folder?
the purpose of this security feature is to limit applications' access only to specific directories, i.e., the ones being synced
