Could you confirm whether or not you're talking about the version history of the file shown on the web?
If so, have you tried clicking on the file name that corresponds to the size that doesn't seem to be reduced, and check if there's a download icon available for you?
You can try restoring the version you want to check, and then create a copy of it in a different location. That way you can restore any other version you want to check.
Keep in mind that you can't restore or preview versions outside of the version history window.

Working through the GUI is not a practical solution. I have a simple enough script through your python API that does what I need.
