Allow to download a file
Is it possible using Dropbox to send a direct link (not email) to someone else so it's possible for him/her to download (not only view) my file? Dropbox guidelines & advices do not give answers concerning "download". Dropbox is using terms like editing, views, etc.

Not being able to edit it...that also means they cannot delete it, yes? But they can definitely download it?

i purchased 3 mp4 files and i am trying to download them to my desktop. it only lets me watch the videos in the drop box app and i dont see a option to download. is this a bug or a feature?

It depends on how they were shared with you. If the files were shared using a Shared Link, it's possible to prevents downloads if the owner of the files is on a paid account. If enabled, the Download option wouldn't be available. If not enabled, you would see a Download button at the top of the page.
