View only shared link/download not working

I am owner of single drop box; sharing with a team member, sent them link to drop box, they access for view but can't download file;

    Can you tell me if you shared your files via these steps?

     

    Additionally, how is your team member opening the shared link? Via the desktop app, mobile app or the Dropbox website.

     

    Finally, what's actually preventing them from downloading the content? You can always send me a screenshot.
