Hello not sure if it's the latest update causing this, but I have troubles where dropbox wont sync some files saying they are used by another application which is not, and this on all my computers. When I pause sync and restart it sync instant without any problem.
In that case, I'd suggest following this process from now on when creating this type of files @Algorithm
I wish I had a better answer than this.

Now this the latest dropbox update it doesn't show anymore the error but it get stuck few mins trying uploading files
Does rebooting your computer or quitting and relaunching the Dropbox desktop app help improves matters at all @Algorithm?

Not helping unfortunatelly, did you change anything about files "in cache" or something like that on the two latest update ?
