Yes I followed all the steps - 3 times Using version 2133.4480

What you're seeing is correct. You can only select folders from within your user profile.

That's not something that Dropbox does as it's your computer user profile which Dropbox doesn't control, and I don't know that it would allow Dropbox to back up those folders even if you moved them to your user profile.
You could try it simply by moving one of the folders from your C: drive into your user profile folder and seeing if it's recognized by the Backup feature. That being said, it's not something I would recommend.
The other alternative would be to move those folders into one of the folders that Backup does recognize, such as Documents, and then choose to backup the Documents folder with Dropbox.
