Dropbox is locked due to lack of storage, Unable to move files out of dropbox
unable to move files out of dropbox because dropbox is locked due to lack of dropbox storage. Dropbox allows only a "delete" option.

Dropbox doesn't go into a locked state when you exceed your storage quota. It just stops syncing. You should still be able to download files from the website or move them out of your local Dropbox folder.
How, exactly, are you trying to move the files out of Dropbox?
