Dropbox offers an API you can use to upload and download arbitrary files, and while Dropbox of course works to maintain a high level of security, ultimately the decision to use Dropbox (or not) for any particular scenario is up to you as the developer. We can't provide general legal or security advice, so it may be helpful to consult with a lawyer or security professional.
